Raymond James' Bryan Noonan & Thomas Reyes Barred After Unapproved Sales

FINRA barred Raymond James Financial Services brokers Bryan Noonan of Arizona and Thomas Reyes of Nebraska for unauthorized sales at or away from the firm, including sales concerning unapproved annuity products.

After Raymond James initiated an internal review to determine whether Bryan Robert Noonan (CRD #486437) violated firm policy relating to outside business activities and selling away, FINRA launched its own investigation, with Raymond James eventually concluding that Noonan indeed invested in an unapproved product. FINRA barred Noonan after he failed to cooperate with its investigation.

Meanwhile, a customer alleged that Thomas Reyes (CRD #3168338) engaged in unauthorized trading, unsuitable investment, and misrepresentation, with Raymond James itself concluding after an internal review that Reyes sold unapproved annuities away from the firm. The complaint, settled in 2020, preceded FINRA's investigation and present decision to bar Reyes.
